I do support the technical amendment before us right now. This, Mr. Chairman, is an important piece of education legislation. It is about allowing children with special needs in our country to have access to quality education that the rest of our children now have. I think there was room for improvement on a variety of provisions. I think in a lot of respects this bill moves in the right direction to improving it: streamlining the IEP process, trying to reduce the paperwork burden, trying to increase some flexibility with regard to the disciplinary issues at the local level, and emphasizing the importance of professional development.
