I yield the gentlewoman an additional 15 seconds. Ms. DeLAURO. GAO said that the cap would affect just under 4 percent. Crop insurance is the only farm support program subsidized by taxpayers and not subject to a payment limitation. This would bring this in line with other farm programs, and it would shine a little long overdue sunlight on the crop insurance program.
