What we need is more cooperation and more effort in reforming a health care system that is complicated, that is too expensive. We have tools in place now in this legislation that will not only enable reforming the way health care is delivered, which is more integrated, coordinated and patient-centered, but in how we pay for it so that it is based on the value, or the quality of care that is given, and no longer on the volume of services that is rendered, oftentimes with poor results. I encourage my colleagues to vote ``no'' on this. Let's work together to improve a health care system that is in desperate need of improvement.
