Mr. President, on February 11, 2013, I was unavoidably detained in Wisconsin due to hazardous weather conditions and was unable to vote on amendment No. 13 in regard to S. 47, the Violence Against Women Act. Had I been able to vote, I would have voted ``aye.'' ____________________
