The text of the amendment is as follows: At the end of the bill, add the following (and conform the table of contents of the bill accordingly): TITLE IV--ENVIRONMENTAL STREAMLINING SEC. 401. AMENDMENTS TO TITLE 23, UNITED STATES CODE. Except as otherwise expressly provided, whenever in this title an amendment or repeal is expressed in terms of an amendment to, or a repeal of, a section or other provision, the reference shall be considered to be made to a section or other provision of title 23, United States Code. SEC. 402. DECLARATION OF POLICY. (a) Expedited Project Delivery.--Section 101(b) is amended by adding at the end the following: ``(4) Expedited project delivery.--Congress declares that it is in the national interest to expedite the delivery of surface transportation projects by substantially reducing the average length of the environmental review process.…”
