I yield myself 20 seconds to answer what the gentleman mentioned on tax cuts. The reason we go after tax rifle shots is we do not want to give the President the power of setting policy that Congress has. We are going after pork, tax pork, spending pork, not tax policy. That would be to abrogate our responsibility of setting policy to the executive branch, and we do not want to do that. That is why the bill was written as it is today. Mr. Speaker, I yield 1\1/2\ minutes to the distinguished gentleman from Delaware (Mr. Castle).
