The question I have for the chairman is, if we're not going to fix these entitlements in the budget, then where are we going to fix them? If we don't put it in the Federal budget, then how do you get it done? If you don't have reconciliation protection to do entitlement reform, then when are you ever going to do it? The 1997 bill that President Clinton passed through on a bipartisan basis was reconciliation.
