This budget that we are talking about here protects 100 percent of the Social Security surplus; it strengthens Medicare with a prescription drug plan by setting aside $40 billion; it retires the public debt by the year 2013; it promotes tax fairness for families, farmers and seniors; it restores America's defense systems; and it strengthens our support for education and science. But what I would like to focus on today is Social Security. I think it is important to note where we have been on Social Security. Well, over the last 30 years, the Federal Government has been taking money out of the Social Security Trust Fund and spending it on other government programs. In fact, just last year alone, the President of the United States gave us a budget last year where he said, I want to take 62 percent of the Social Security Trust Fund and dedicate that to Social Security, but take 38 percent of the Social Security Trust Fund out of Social Security to spend on other government programs. Well, last year we said enough is enough. Mr. Chairman, 100 percent of Social Security should go to Social Security.
