I want to say to the person who just spoke, who referenced me, that my motivation here is just to come and get more pork for myself. I know the gentleman's new here, but he doesn't know me, if that's what he said. He also mentioned that you want to make this system more democratic. We should be here fighting for good government and for democracy and fairness. Is giving one man in this body this power like Caesar, to decide whether or not earmarks go in and out of bills, democratic? Is that small D democratic? Is giving all the power to one chairman on how all 32,000 earmark requests in his power, is that democratic? Or should we have the ability, as Democrats and Republicans, in a small D democracy, the ability to vote on these things? Shouldn't the American people have the choice and the ability to see how their money is being spent? Or should we, in the name of good government, give the chairman of the Appropriations Committee sole discretion, sole decision-making power, on how tens of billions of dollars are spent on tens of thousands of projects? That's democracy? That's good government? That's fairness? I think not, Mr. Chairman.
