The gentleman from Wisconsin makes a point of order that the instructions contained in the motion to recommit are not germane. Clause 7 of rule XVI, the germaneness rule, provides that no proposition on a subject different from that under consideration shall be admitted under color of amendment. Among the central tenets of the germaneness rule are that an amendment may not introduce a subject matter not represented in the pending bill. The test of germaneness of a motion to recommit with instructions is the relationship of those instructions to the bill as a whole, as amended by House Resolution 886. H.R. 4890 addresses a procedure for the President to propose cancellations of certain provisions of law, and a procedure for Congress to approve such cancellations. It further provides that the President may defer the effectiveness of the provisions of law associated with such proposed cancellations pending approval or disapproval by the Congress.…
