I think one can clearly contest the point whether coal is going to be the fuel of choice or not. I think natural gas has a good case for it. I think that around the country, according to the Department of Energy itself, natural gas usage will increase 44 percent between the year 2000 and 2020, with electricity utilities expecting to represent 60 percent of this total increase. So it comes down to a philosophy. I do not think the Federal Government should be doing this.
