That is the line that the Democrats are using to run their budget, to balance their budget, to pay for their new spending. You can use any word you want, you can't escape the fact that they are imposing, banking on, planning on, assuming, legislating the largest tax increase in American history. They want to smoke screen it with reserve funds and cute language. The fact is the fact, and the fact is underlined by the Congressional Budget Office.
