the Harley-Davidson Company is gearing up for its 95th anniversary celebration, and I would like to take this opportunity to express my admiration for this outstanding Wisconsin company. Great Wisconsinites, like Green Bay Packer Coach Mike Holmgren, drive Harley bikes; I believe the coach has been seen around the State in a Heritage Softail. Harley Davidson is a company that I have long admired for its commitment to quality, its dedication to treating both customers and employees like the valuable commodities they are. I believe for this reason that Harley Davidson inspires a loyalty that we see too rarely in American-made products in this day and age. The company has come a long ways from its humble beginnings in 1903, but it has never lost its vision of the American dream, and continues to excel in both domestic and international marketplaces. Harley-Davidson is also a major contributor to the welfare of communities it is a part of. For example, Harley is a Wisconsin sponsor of the Tour de Cure an annual bike ride for American Diabetic Association. The company also contributes a portion of its corporate earnings each year for the Harley-Davidson Foundation which oversees charitable donation of groups like Boy Scouts and Girl Scouts. For this reason, I want to be among those who are standing up saying, ``Happy Birthday, Harley-Davidson, and keep up the good work.''

Just reclaiming my time, I cannot help but point out that the great State of Wisconsin is out in front of the country again on this issue, as they were with welfare reform under Governor Tommy Thompson. They are now out in front in terms…

I have added a line in this chart, a black line. And what that does is wall off this Social Security money and forces it to go into Social Security instead of into the general fund. So, now, let us talk through these surpluses one more…
