“That is the past. That is 1993 that we were talking about, where they did literally throw up their hands and pass the biggest tax increase in history. I would just add, as we are discussing what President Clinton is throwing out here in these tax cuts, the other big argument going on here in the community is, if a person is not paying any taxes today, can they receive a tax cut. In Wisconsin people start laughing when I ask that question. Of course, if you are not paying any taxes today you cannot receive a tax cut. But that is the other big argument in whether or not this tax cut package passes. If a person is paying no taxes today, the other side wants to give them a tax cut. It is not really a tax cut; what they want to do is send them a check, which actually becomes welfare. So the other big argument, it is the indexing argument the gentleman mentioned, and the argument about whether or not a person who is not paying taxes should receive a tax cut. Most of our hard-working families that are paying taxes think it would be unfair for people not paying taxes to receive a tax cut. It comes back to this fairness issue.”
