first off, I would like to also commend the Republican leadership for keeping their word and bringing this bill to the floor. The most important part, in my opinion, of this motion to recommit that is being made here is that we will start to address the Social Security issue. This has gone on since 1983 that this extra money that is being taken out of the paychecks of hardworking Americans that was supposed to be set aside to preserve and protect Social Security, it is going into the general fund, and it is being spent on other Government programs instead of being put aside to preserve and protect Social Security. This motion to recommit would instruct the committee to take the first hundred billion dollars of surplus and actually start reserving it for Social Security so that when the time comes in the year 2012 that there is not enough money to make good on the promises to our senior citizens, the money would then be available if this motion to recommit were sent back and then the bill were passed and signed into law. So in my opinion, the most important part of this is that we would start to address a very serious problem facing this Nation, and that is that the money that is supposed to be set aside for Social Security in this savings account, it is not there. It is IOU;s. And under this movement we would force this Government to actually start setting aside money so that Social Security once again would be safe and secure for our senior citizens.
