That is the first antienvironment vote that we took, because that is what we said. We want a cost-benefit analysis before we enact a new regulation. Does the gentleman think it makes sense, when we talk about spending the American taxpayers' dollars to clean up waste sites, that we first do a risk assessment and we clean up the sites that are the highest risk to the environment first and the other ones later?
