of all the scandals coming out of the White House, this scandal is perhaps the most disturbing of all. I am talking about the shocking revelation that the White House is helping the Communist government develop its missile system. Do we, as a nation, understand that what we are doing is sending them the technology to allow them to aim missiles at the United States of America, while when we here in our Nation do not even have the ability to shoot down one of these missiles should China decide to launch them at us? We do not know if the administration gave this waiver to the Loral Company because the chairman of the board, Bernard Schwartz, was the Democrats' top donor in 1996 or not. But whether the administration did it for money, the scandal is still beyond comprehension. If this administration actively helped the Communist government to launch and to develop its ``Long March'' missile, we deserve an explanation and we deserve the explanation right now.
