I think that this markup has been a lot better than it could have been, and I think the chairman has been probably very evenhanded on that.

So this goes to show that congressional pressure is not the best.

I challenge you, because every one of you that will vote no on this amendment is going to be saying, I think that Joe Biden is a liar.

It's up to us to constructively deal with this so that we can do more than just have a press release and make a difference.
