Do the House rules not require that the proponent of an unsuccessful motion to recommit, who has stated that he or she is opposed to the bill in its present form, vote against the bill on final passage? The SPEAKER pro tempore (Mr. Terry). A Member must state his opposition to the bill in order to qualify to offer a motion to recommit.
