Madam Speaker, first of all, I thank Representative Miller for introducing this Congressional Review Act. I am old enough to remember when Title IX was passed back in 1972. I will guarantee you, there was not one Congressman in this Chamber who voted for that thing 50 years ago who believed that they were voting to require men be allowed in women's sports or requiring men to be allowed in the women's restroom. Nobody would have dreamed of that. It is maybe a good example of why we should never give the Federal Government more power around here. The question is: Why are we doing it? I think President Biden and the Democrats are doing it because he wants to sympathize with the most radical of LGBT agendas. {time} 1330 The best studies of gender dysphoria show that between 80 and 95 percent of the children who expressed discordant gender identity will eventually come to identify with their bodily sex. When we try to normalize this, when we try to say it is okay for guys to participate in women's sports or okay for guys to use the women's restroom, what we are doing is lessening the chances that people will kind of come out of it and go back to their natural gender.
