None of the funds made available by this Act under the heading ``Department of Housing and Urban Development--Public and Indian Housing Programs--Tenant-Based Rental Assistance'' may be used for any family who is not an elderly family or a disabled family (as such terms are defined in section 3(b) of the United States Housing Act of 1937 (42 U.S.C. 1437a(b)) and who was not receiving tenant- based rental assistance under section 8 of such Act (42 U.S.C. 1437f) as of October 1, 2015, and the amount otherwise provided under such heading is reduced, the amount specified under such heading for renewals of expiring section 8 tenant- based annual contributions contracts is reduced, and the amount specified under such heading for administrative and other expenses of public housing agencies in administering the section 8 tenant-based rental assistance program) is reduced, by $300,000,000, $210,000,000, and $90,000,000, respectively.
