Mr. Chair, I rise as the designee of the gentleman from Indiana (Mr. Banks), and I have an amendment at the desk. The Acting CHAIR. The Clerk will designate the amendment. The text of the amendment is as follows: Add at the end of title XI of division A the following: SEC. 11__. LIMITATION ON ESTABLISHMENT OF NEW DIVERSITY, EQUITY, AND INCLUSION POSITIONS; HIRING FREEZE. (a) In General.--Beginning on January 1, 2025, the Secretary of Defense may not-- (1) establish any new positions within the Department of Defense with responsibility for matters relating to diversity, equity, and inclusion; or (2) fill any vacancies in positions in the Department with responsibility for such matters. (b) Rule of Construction.--Nothing in this section may be construed to prevent the Secretary from reducing the number of positions relating to diversity, equity, and inclusion or from eliminating specific positions relating to diversity, equity, and inclusion. The Acting CHAIR. Pursuant to House Resolution 1287, the gentleman from Wisconsin (Mr. Grothman) and a Member opposed each will control 5 minutes. The Chair recognizes the gentleman from Wisconsin.
