Ukraine has the second-lowest birth rate in the world. There is also a low birth rate in Russia, and a lot of people are moving to the United States. During the Korean war, a bloodier war than this, President Eisenhower had a negotiation with the North Koreans and Red China, arguably the two most evil regimes in the last century. Nevertheless, he didn't say: Oh, we can't negotiate with Putin.
