what the Ryan amendment says is that no matter how big the surpluses become in the future that you cannot spend a dime on veterans health care, you cannot spend a dime on education, you cannot spend a dime on cancer research. All you can do is use that money for tax cuts or entitlements, which are the fastest growing portion of the budget. With all due respect, he may define that as being balanced and fair. I think veterans and persons suffering from cancer and people who want their kids to get a decent education would respectfully disagree.
