I would simply note that I am going to vote for this amendment because it does not do nothing to nobody. The outlay savings from this amendment are exactly zero. This money is never going to be spent, it is there simply as a cushion against contractual obligations, and so vote for it because this budget authority reduction will result in not one dollar of outlay savings.

This amendment was a Republican amendment offered by Mr. Cole from Oklahoma. It was not slipped in. It was voted in in the subcommittee appropriation bill 5 months ago.
