I thank the chairman. As I say, I recognize that IMET is a blunt instrument to use, so it may be the wrong way to proceed. We will now have a year to find out, and if we do not get some real action that affects things in real ways on the ground, we will have no choice but to go back at it next year.

This amendment was a Republican amendment offered by Mr. Cole from Oklahoma. It was not slipped in. It was voted in in the subcommittee appropriation bill 5 months ago.
