I do want to object to something I just saw here on the House floor. We have been trying to work out cooperatively, between both sides of the aisle, arrangements on time. The gentleman from Ohio (Mr. Kucinich) was willing to limit his amendment, for instance, to 15 minutes. We now have a Republican amendment on which we have not yet been able to obtain time limits. The gentleman from Florida (Mr. Young) has been trying to manage the bill in a very fair way, and I have been trying to do what I can on this side as well. I, frankly, find it offensive when an individual Member of the House objects to another Member of the House simply asking for an extension of time for a minute or so to ask a question. I want to put the House on notice that if that happens once more, I will guarantee that we will not finish this bill tonight.
