I will be introducing tomorrow an alternative to the so-called A to Z bill, which I call the Anti-Hypocrisy Deficit Reduction Act of 1994. Under my proposal, my bill will provide for the same 56 hours of consideration for proposals to cut spending as is provided by the A to Z bill, with two critical differences: No. 1, we will require at least 1 working week's notice of the amendment so there will be some opportunity to analyze proposals which will be offered. And, second, I would require the Speaker to recognize Members who will offer amendments reducing or eliminating projects within their own district. That is why I call it the Anti-Hypocrisy Deficit Reduction Act of 1994. Instead of Members piously posing for political holy pictures by roundly denouncing spending in somebody else's district, I think they ought to be required to start in their own neighborhoods.
