Mr. Speaker, when this bill originally left the House, I voted against it for a number of reasons. First of all, because it took money from domestic programs to pay for some of the additional Pentagon spending in the bill. Second, the bill added to the deficit. At the time the bill left the House, the committee indicated that even though the outlays were not in balance, that in fact the bill was balanced in terms of budget authority. But after the bill passed the House, the committee produced a table, I did not produce that table, the committee produced a table, which indicated that in fact the bill, as it left the House, added $186 million in budget authority to the deficit and it added $250 million in outlay spending to the deficit in the first year and $650 million to the deficit in the out years. I thought that was a very important reason to object to the bill.
