I would simply say, with all due respect to the gentleman, the content of his amendment is not in question. I support the amendment. I would like to see the House vote on it, but the gentleman from Virginia is in a position where if he makes an exception to a unanimous consent agreement entered into for one Member, then he has to do it for everyone else; and the fact is that the gentleman himself, if he wanted the amendment considered, had some obligation to the House to have the amendment printed in a form that he knew was in order. He knew that the amendment was not in order when he filed the amendment.
