the Republican budget claims to cut $100 billion below last year, and this amendment would add $50 billion to it. Yet I have in my hand a sheet of requests from Members to the Committee on Appropriations asking us to add 7,000 items totaling $353 billion above the President's request. In energy and water, for instance, there are at least 120 Members of the Republican Caucus who have written us asking us for spending above the President's request. In transportation, at least 40 Members on that side of the aisle are asking us to spend money above the President's request. Yet in the generic, they pretend they are going to cut $100 billion here today. I have just one question, Mr. Chairman. Is that kind of hypocrisy learned, or does it come naturally?
