let me simply say that this motion is very simple. It simply removes the provision in this bill which fences almost $50 billion pending the three reports from the President that we have talked about for the last hour. The effect of it is to give the President every dollar he wants, no questions asked, no oversight, no review, no nothing. It is a blank check, and it guts the bill, and I would urge a ``no'' vote.
