this motion to recommit is really in essence a bipartisan motion. I understand it will be accepted by the committee. It simply clarifies that funds for basic education included under the children's fund may only be used for basic education programs for children. Other basic education programs for adults must be funded through other accounts. The motion has bipartisan support, and I would urge adoption of the recommital motion.
