what needs to be understood is that this is not a rule on the military construction bill. This is a rule which allows this House to totally ignore the budget resolution that just passed 2 weeks ago on this and every another appropriation bill that comes to the House. That is the problem, this is not a military construction rule. This is a rule that blows away the votes that my colleagues just cast 2 weeks ago in favor of the Kasich budget, and my colleagues are trying to hide it.
