Mr. Speaker, it is ironic that we have an argument going between two gentlemen, neither of whom who had any responsibility for the problem that occurred. The responsibility for this problem lies squarely on the shoulders of the majority party leadership because they knew that they could not bring their appropriation bills to the floor in the Senate and pass them before the election, so they created the situation in which, after the election, all of these appropriation bills were jammed together. They were then dealt with by the staff night after night. The staff worked with no sleep, and, as a result, language that should have been caught and corrected was not corrected. That is what happens when Members do not respect the processes of the House. That is what happens when you do not give Members of the majority or minority enough time to actually know what they are doing. The House has egg on its face because the majority party leadership had an agenda on appropriation bills that precluded their ability to get votes for them in the other body until after the election.
