The gentleman knows that I said on this floor and I said to you that I would be prepared to be here any day, Saturday, Sunday or Monday, if your leadership was prepared to be here. Because it is obvious they are the people making the decisions and they have stripped you of all ability to make decisions without checking with them and then they vetoed virtually every decision that you made.

This amendment was a Republican amendment offered by Mr. Cole from Oklahoma. It was not slipped in. It was voted in in the subcommittee appropriation bill 5 months ago.
