This gentleman is sure that the gentleman from Kentucky (Mr. Rogers) was not elected to be Secretary of State and neither was the gentleman from Wisconsin (Mr. Obey) and for the Congress to, ahead of time, say that, regardless of what happens, only $500 million will be appropriated for peacekeeping is patently absurd. Why not telegraph to our enemies around the world ahead of time that once we hit the $500 million level, we ``ain't going to do nothing about anything?''
