I simply want to say that I agree with the gentlewoman's observations, and that is one of the reasons that I think Members ought to vote against this bill. Again, it is not because of anything that has been done by the subcommittee, but because of what has been done by this institution previously that has put this subcommittee in this box today. And I do not think we ought to be ratifying those decisions.
