I would simply say that all of us, regardless of how we voted on the original bill, have an obligation to determine whether or not this amendment will contribute to reduced effectiveness of law enforcement or enhanced effectiveness of law enforcement, and obviously 322 Members of the House the last time around recognized it would contribute to a lowered standard of law enforcement, which is what they ought to recognize on this amendment again tonight.
