That is my interpretation as well, but the language of section 1010 and its cross-reference to section 1001 are sufficiently convoluted, that it has been helpful to make this clarification at this time. I appreciate the gentleman making the clarification. I think it makes quite clear that there is no such authority, and I appreciate the gentleman's comments.
