Mr. Speaker, this is a shattering experience of unprecedented proportion; but I say to every American, we have endured worse. I think we need to remember the words of President Lyndon Johnson when he stood at that podium and addressed this Congress on civil rights after the death of Martin Luther King: we shall overcome.
