Mr. Speaker, I think I just heard the gentleman say we were not supposed to attach legislative language to appropriations bills. Labor-HEW is tied up because we have a bundle of legislative language attached to that bill from their side of the aisle. Treasury-Post Office is tied up because we have got a disagreement about legislative language. We have got 30 pages out of a 90-page EPA appropriation bill that has legislative language. So, Mr. Speaker, I would say Members on their side of the aisle who are concerned about seeing activity on that question are right.
