I want to underscore that I agree with my friend from New York and to emphasize that in parts of my own State, school districts face similar problems. In fact, I would bet this problem exists all over the country. Furthermore, I understand that school districts face a similar issue with respect to the test scores of students receiving special education services. So I'd like to suggest to the gentleman from New York that we sign a joint letter to the authorizing committee requesting that they address this serious issue in the No Child Left Behind reauthorization that they're expected to soon consider.
