Just to defend the gentleman from Rhode Island, I would point out, if you look at the spread sheet for this bill, if you look at the line labeled Indian Grants, $21 million requested by the administration. Recommended by the committee, zero. If you look at the line Indian Tribal Court Program, $15 million requested by the President. Recommended by the committee, zero. So I would suggest that while the tribes may be able to receive some assistance from some general block grant, there is, as the gentleman indicated, no specific assistance in the form of the administration's new initiative.
