Let me say, Mr. Speaker, there is not an increase in the LIHEAP program in the manager's amendment. There is an increase from zero. But the program level last year was over a billion dollars. So it is an 85 percent reduction. Thanks for small favors.

This amendment was a Republican amendment offered by Mr. Cole from Oklahoma. It was not slipped in. It was voted in in the subcommittee appropriation bill 5 months ago.
