I understand that the rules of the House normally indicate that this legislation would be handled by the authorizing committee, but I would note that on the appropriation conference report just several months ago, the majority leader in the Senate added 40 pages of authorizing language to the Defense bill, language which protected the pharmaceutical industry in this country from suit. And it would seem to me that if it is legitimate for the majority leader of the Senate to do that, in order to protect a privileged industry in this country, that we could find a way in the House rules to protect the interests of the lowest-income wage earners in the country, but I must reluctantly concede the point of order. The CHAIRMAN. The point of order is conceded and sustained. The amendment is out of order.
