That is the same stale song we have heard from that side on every bill. What they are saying is, ``This is only the second step. We know these bills are inadequate, but somebody else will make them responsible down the line.'' That is, in my view, a very poor recommendation to go to the public with and ask to be returned to this body. ... I am just bemused. I am saddened, and I am hopeful that we can somehow come to an accommodation of both needs in this bill. I think the money is there.
