I would have to reluctantly concede because of the warped rules which the majority party passed out of the Committee on Rules, which protected countless other provisions from points of order, but neglected to protect this section so that some of the biggest banks in the country can rip-off Americans, I would have to confess that under that myopic and misguided rule, I would have to concede the point of order.

This amendment was a Republican amendment offered by Mr. Cole from Oklahoma. It was not slipped in. It was voted in in the subcommittee appropriation bill 5 months ago.
