I would simply then observe, Mr. Chairman, that the unanimous consent agreement was agreed to with the understanding that is stipulated in the Record. There is no question about being willing to work, but it is not the fault of the minority that the majority party went home Friday without even getting a rule out of the Committee on Rules for the Interior bill, for instance, which could have easily been on the floor tonight. I think what is going on here, not certainly on the part of the gentleman because I think in his heart of hearts he agrees with me, but I think what is going on here is a determination by the majority party to debate this bill at a time of day when it will be the least noticed of any major appropriation bill before the House. If we cannot rely on each other's word around here, and I am certainly not speaking about the gentleman from Illinois, but if we cannot rely on each other's word around here, then we do not have any civility at all left in this place.
