I would simply say I would join both gentlemen in saying that some of these amendments I guess I would refer to as the ``anything you can do, I can do better'' amendments. It sometimes seems that no matter what the committee will do someone will want to move a dollar and a half around in order to make a political point. That is legitimate. Sometimes I do it. But I think we need to recognize it for what it is. There is no reason we ought to be robbing Peter to pay Paul. We ought to be funding both of these accounts adequately, and I would expect that by the time the bill works its way through the process, we will. I thank the gentleman for yielding.
